Best Mexican. While spending anniversary in Carmel, we stumbled across this little pub in a boardwalk style minimall (for lack of better term). Boy, were we surprised! This place has some of the best Mexican food we've ever had. Looks CAN be deceiving. We returned a few years later and were not disappointed.
